The reason women don’t go for you – a genuine guy- who is seriously looking for a relationship is that you are most probably too serious.  Don’t get me wrong she is seriously looking for a relationship but it has to be fun to start off with. She wants a playmate too. She wants a man who can make her laugh.

Getting married, keeping house and having children is serious business and she wants it all, don’t be mistaken but she thinks all that is going to be fun. She sees the love stories on TV and in movies where the leading girl and guy are having fun. It all looks so enjoyable. So the first step to getting a woman is to make it enjoyable and fun.

You may not be the playful type. If you haven’t got a woman, it’s probably because you are a serious type; women don’t usually go for really serious guys. So lighten up. It’s OK to be serious at work, serious about playing chess or football but if you are serious about wanting a woman you must change your strategy, or you won’t get one.

No matter what all the men’s books on “How to be a Ladies Man” state, don’t dare try outrageously flirting by  touching, stealing a kiss or wrestling with her, or  any other direct method . You cannot afford to even dare try these methods with a new woman. It won’t win you brownie points; it is more likely that she will run for cover.

Because you are new at this make your flirting as innocent as you would tease the older women at work. If you make friends with her, then you can flirt outrageously but not before. Even then you might lose a good friend if you overstep the mark.  Now that I’ve warned you about seriously flirting, remember you must flirt, but gently.

Rule No. 4

Women are turned on by attention. Women love you to remember what they have told you. Women love reliable men. Men who ring when they say they will.  Did you know MEN SEE – WOMEN FEEL? If she is not at all interested in you but you are fun to be with, remember what you told her yesterday and ring her when you say you will, SHE WILL CHANGE HER MIND.

If you don’t think you can flirt or charm, you can listen. Shyness is usually caused by too much focus on one’s self.  If you are shy, you must make an effort to put an imaginary frame around her face and listen carefully to everything she says. Don’t peer to closely into her eyes.

Look at her nose and smile with your eyes while you are listening. Acknowledge what she is saying. You know – say things like “no kidding”, “really”. A really cool guy will say, “How did you feel about that?” or “That wouldn’t have made you too happy”, or “I’ll bet you were pleased about that”. Cool comments when used at the right time.

All women love a man who is a good listener. Harry was a shy country boy but he wasn’t too shy. Some guys’ shyness causes them to be so self absorbed that they don’t listen. Harry listened to women.

Rule No 5

SHOW OFF. Show her your strengths.  If you are reading this article, I take it you are not a great lover . . . YET . . . so don’t try getting her into bed on the first night.  Leave that until she is your best friend. It is much easier to seduce your best friend than it is to seduce a woman you hardly know. And you don’t want to be accused of “date rape”.

By strengths I don’t mean sexual pursuits but normal strengths. Everyone is good at something or knowledgeable about something. Whether it’s football, golf, art or music. Try to interest her in stuff that you are good at.

Everyone shines when they are good at something or knowledgeable. Knowledge is power, it’s your strength.  When she sees you at your best and most knowledgeable she won’t be able to resist you.

I wasn’t at all interested in Graham but he invited me to go Kayaking. I had never been kayaking and really wanted to go but not with him. Anyway I said yes. The kayaking won. He came to pick me up. He had all the gear, was really well organised, knew what he was doing and we had such a good time. By the end of the afternoon I really liked him. We have been an item ever since.

If you take her to the football, keep up a running commentary. If you go to an art gallery, read up about the art beforehand. If it’s a play, know all the actors and directors off by heart beforehand. This is subtle showing off and will have her eating out of your hand, if you are well mannered and considerate, take an interest in her and listen to her and tease her and make the outing fun. If you are going to listen to music, make sure you know all about that music beforehand, DO YOUR HOMEWORK.

Rule No. 6

Make her feel appreciated

Of course you appreciate her or you wouldn’t be interested. It goes without saying! Doesn’t it? NO! Women have to be told over and over that you appreciate them every time you meet them. However you can’t say ‘good woman’ like you say ‘good dog’ to Rover. You must be much more subtle than that.

Notice things:” Is that a new outfit? It looks great. You hair’s different today, it really suits you.

Remember things she has said: You said your mother isn’t well yesterday, is she OK now? Your boss was giving you a hard time, has the situation improved? You said you were concerned about. ……… has there been any improvement?”  When you are enquiring about personal things she has told you ask in a confidential manner when you are alone.

Express how you feel about her: She should know how you feel about her but women need to be told every time you meet or talk on the phone. Don’t tell her she turns you on if you are still at the ‘just friends’ stage, it will scare her off.   Here are some examples but you know what you like about her, tell her so:

“You have such a cute smile. I like they way you walk. I love the way you burst into laughter so easily. I love to hear you chatting on so easily. I love the way you twist your hair around your finger. I am impressed by your loyalty to your friends. I am impressed by your care for your family.”

If you notice her appearance, remember things she has told you, and express how you feel about her, you will have her eating out of your hand in no time.

Rule No 7

Ooze confidence socially

There is only one way you can do this and that is to practise being sociable with everyone you meet and act as though you are confident. If you act confidently, you will be surprised how your confidence will increase.  NEVER BE SELECTIVE WHEN PRACTISING.  You need to practise on everyone.

Have an extra little chat with people you would normally just say hello to. For people you would not normally speak to: say “hello”; in lifts, passing in corridors, in shops, wherever you are keep speaking to people. It may not be your style however it’s going to give you confidence socially and you need this confidence if you are going to impress her.

Confidence is power and women are impressed by powerful men.  It’s more important than good looks, height or money.

Now don’t say: “this is too hard and it’s not me”. If you keep doing the same old things you will end up with the same old result. You are reading this because you want women to eat out of your hand – so keep reading.

If you start saying “hello” to people in corridors without stopping, you will notice that people will make an effort to speak to you next time you pass.  Try to become popular. Popular people speak to EVERYONE, they are not choosey.

Popular people offer assistance when they can. Popular people listen to what others have to say and remember things that have been said so that they can follow up when appropriate.

Popular men speak to all women not just the attractive, single women.  Have you noticed how the playboy chats up all women – from 8 – 80 years, all sizes and shapes? He doesn’t differentiate.  By the time he gets to a stunning woman he is so practised he can charm her sox off on automatic pilot.

Become more sociable with your friends. Go out more. Don’t let your woman think you are a recluse. It would be no fun for her if you have no fun. Make an effort. It’s all part of practising.

Three very important tips to developing your social confidence are:
1 Laugh at others’ jokes, whether they are funny or not. Be quick to laugh. Get into the habit of laughing more.
2 Accept compliments with thanks and try to repay the compliment at the time. Always, always, always say something like: “Thanks, I was just admiring your …………..”
3  Pay compliments when you think them. Don’t worry about whether your mates will get a swollen head, tell them when you think they are doing something great or look good.  This will get you into the habit of being able to comfortably compliment a woman without feeling awkward.

You have to start somewhere so start with your friends and family. Practise, practise, practise.  You can pretend to be confident but when you are tired or relaxed your inner self will let you down. You need to be used to this new confidence routine that’s why it’s important to practise.

The nice genuine guys who are a little on the shy side tell me that at nightclubs the used car salesmen get all the good looking women.  Yet girls tell me that the only guys they ever meet at nightclubs are used car salesmen.  The used car salesmen have developed confidence through their job.

However most girls are inclined to think of the used car salesman as superficial because he is not at all subtle and comes on too strong too soon.

Rule No 8

Get Away with Touching

You will need to be very careful about touching a new woman but with practise you can get away with heaps.  It’s all to do with confidence. The secret is not to overdo it. Try touching all women so that you develop confidence within yourself.

When you are ushering a woman ahead of you through doorways etc. Touch her shoulder ever so lightly.  When you open a car door, offer your hand to help her out of the car – it’s up to her to let go, don’t you let go.

At the water cooler touch her hand when you pass her a drink or in bars touch her hand as you give her a drink. Take her arm or touch her elbow, when you cross the road. Now out of date was the lighting of a cigarette, you touched her hand ever so slightly as you protected the flame from the wind.

When you tease a woman you can take something of hers and force her to touch you to get it back, but only if you have learned to be quick to laugh. When you develop confidence you can ask for a kiss in return. If you think she likes you, you can play truth or dare whilst walking or travelling.

Dare her to wear your tie; kiss your hand, hold your hand all the way up the street.  If she does, make sure you stroke it ever so lightly, so gently that she couldn’t complain.

Rule No 9

Accepting Rejection

No one likes rejection. You can avoid it by not doing anything or you can be subtle in the way you approach women.  The Playboy has a very tough skin, he can be as cheeky as he likes and sometimes he gets away with it and other times he doesn’t – he gets rejected. He can take it; it’s all part of the game.

I have given you enough suggestions to develop your confidence, however if you touch women inappropriately or try to be too familiar too soon you will certainly be rejected.  If you don’t want to have your new self confidence shattered, be subtle.

Do you want the type of woman who accepts an overly familiar approach? No, of course not, because she would be too easy with every guy.

You will be rejected for sure if you keep trying to attract women but as you develop confidence and become astute at knowing how to avoid rejection, your rejections will become fewer and fewer.  It is better to be less daring and have fewer rejections.

Government of India in its agriculture reforms has initiated a scheme entitled ”Support to State Extension Programmes”. The major guiding principles of the scheme are as:

Ø      Reforming State Agricultural Extension.

Ø      Promoting private sector to compliment and supplement public extension system.

Ø      Augment media and information technology.

Ø      Empowerment of women through mainstreaming gender issues.

Ø      Capacity building /skilled up-gradation of farmers and farm women.

In this scheme the state level training institute of all the states were upgraded as autonomous State Agriculture Management and Extension Training Institute (SAMETI). Govt. of Jammu and Kashmir has also utilized this scheme and upgraded Directorate of Extension Education, SKUAST-K as SAMETI-Kashmir vide order No: 341 Agri. of 2005 dated 18.11.2005. During last few years SAMETI has developed a number of training programme for scientific, research and extension planning of various ATMA districts which consisted of masters training programmes, training of various KVKs, NGOs and ATMA personnel, formation of executive and general councils of the SAMETI etc. Various participatory mode of extension activities were conducted in selected modal villages. Various Kissan Melas, Kissan Awareness Programmes, Kissan Call Centres were established and publications have been circulated among the farmers free of cost. During the last few years many projects have been initiated in consultation with NGOs like Aga Khan Foundation, Border Security Force and other NGOs. Today’s Farm Women Conference has the objectives of empowerment of the women through organizing trainings in collaboration with KVKs, NGOs, Self Help Groups etc.

The Farm Women Conference was to be  inaugurated by Principal Secretary, Agriculture Production Deptt. J&K Govt. and Chairperson of Executive Council of SAMETI. The conference  stressed upon the importance of women in Agriculture. As per the information from National Women Research Centre, 43% time of farm women is spent on the activities of Agriculture. The industrialized nations too have problems for the farm women. In USA managerial jobs are maned by men but the jobs like bottle washing in the private sectors are done by women. Many rural and agriculture inequalities have been addressed in various conferences in USA, during April, 2008. The agricultural inequalities need to be addressed if we have to achieve social and political empowerment for women. The  details of issues of women in agriculture  werediscussed.It is felt that the access and control over resourcesby women is very meager. Thus a need for training modules, skill up-gradation.is felt. The conference is aimed at evolving a consensus among public / private concerns for empowerment of women through agricultural skill upgradation. Self Help Groups shall play important part in technology dissemination and awareness.

There have been successful experiences achieved in India for eco-friendly pest management through women’s participation. The cost competitive farming has been achieved in some of the under developed nations by training women in agriculture. Social awareness and sanitation responsibilities could be shouldered by the women very easily. All we need is to upgrade skills and knowledge of the farm women in J&K state.

Unfortunately, like other states we do not have data base on women issues in agriculture. Farm implements and reduction of drudgery of farm women has never been attempted or mitigated in J&K. Thus development of training modules for mobilization of women to achieve their livelihood through self help groups is needed. We have various models operative in other states of country. Like Udaipur, Rajasthan where women income has been raised from few rupees to thousands of rupees per month by channelizing sewage water for irrigation of vegetable crops. Study comprising of women agriculture labourers has indicated that 42% women wanted training in live stocks and 44% wanted training in vegetables. Unfortunately neither the social nor agriculture scientists have a data base for J&K available as on today. This is why the present training programme has been proposing to construct the data base. In this direction we may be in touch with Women Research Institute of ICAR. Half of the work force in agriculture consists of women. It is known that 43.7% of the agriculture workers are women. Tamil Nadu Agriculture University has made a study, which reveals that traditional sickles used by farm women were increasing heart rate and heart beats of the women more than the limit of 110 and 40 beats/ minute. On the other hand the KVK Dapoli sickle has been found to be most suitable for the women which does not increase heart beat or pulse rate.

Though SAMETI-K has felt that technological empowerment for women is essential and SAMETI-K is conducting a survey through Participatory Rapid Appraisal Techniques (PRAT). The scientists of the SAMETI alongwith other NGOs and related specialists has visited Uri, Sumbal, Koil Muqam, Srinagar, Anantnag and other places and have prepared district strategic plans for Kupwara, Baramulla, Bandipora, Srinagar, Anantnag and  Budgam districts. The need of technology interventions for empowerment of women have been identified. Training modules have been discussed in Academic Council of SAMETI. Many interventions have been identified in consultation with self help groups in Sumbal and Uri. There is a need to actively receive support from all the concerns like Central, State Agriculture Scientists, Public Funding Agencies, Science and Technology Departments and other donor departments to participate and collaborate with the SAMETI, so that some of the problems of farm women could be mitigated.

We have a poorest of poor women called fisherwomen who need an integration for livelihood. We can emulate some of the success stories from elsewhere. It has been seen that integrating fisher women with poultry can help to increase their income. The fish-poultry ponds can substantially increase the income of fisher women. Three such small units clubbed with poultry-duck could give a yearly income of 40-42,000/-. It is estimated that vegetable-fish yield in such ventures gave 3 to 7 tonnes/hac. We have enough space available around banks of Wular and Jehlum, open flood channels across the city and towns for this venture.

Ours is a fruit dependant economy. We can benefit our farm women by devising Zero Energy Cool Chambers. Our Post Harvest Technology Division has already demonstrated and worked on such cool chambers on the bases of feed back from Directorate of Extension Education. A small amount of Rs.5000/- was given to PHT which has led to successful development of Zero Energy Cool Chambers. Many more ventures of trainings for women, both unemployed, semi employed, or house wives were planned. We have even options for working women or studying girls to increase their pocket money from ornamental floriculture products, agro-based products, marketing, value addition and preservation of Agri-products. We have attempted a series of trainings for women. Some of them were presented in the conference and narrated their success stories. However, a consolidated banking loan – advisory system is to be evolved if these trained women could be the real entrepreneurs. Many other issues to solve the problems have been discussed and identified like self banking ventures, collection of information system, self education and economic diversification.

J&K Govt. has a number of programmes, water shed management, horticulture missions which need essentially to have 20-30% farm women participation, if these programmes are to be crowned with success. Our social – cultural system  is more competent than rest of the country, because our women has a religious and cultural right to hire 1/3rd property of parents which can encourage them to be self reliant and self sustained entrepreneur. Many other options like preparation of mushroom, vermiculture, vegetable preservation, pickle making, vegetable drying and post harvest management of all crops and fruits can be the successful training modules for our farm women. One wonders to know that state like Rajasthan has women’s cooperatives. It is astonishing to know that first women’s bank with International help is in Chandnichowk, not of Rawalpendi, Pakistan, as identified by UNO Group of women. Azarbaijan, another muslim country with similar veil culture is leading country in the world where workable age of women (16-57) is nearer to workable age of men (16-62). For example in Kashmir (Srinagar) where Tibatien women had a marketing space in Lal Chowk still exists in Leh. In rural Kashmir most of the fish marketing is in the hands of the women. Same is the case in marketing of Singhada. We need to have trainings and basic facilities for these women, so that they can save and plan their incomes in modern way. It was also emphasized that we should come up with help for house wives, widows and old aged women. The study has shown that western style feminization in India has not worked. This is the work of the Ph.D study undertaken by Scotland Ph.D scholar – Dr. D.Smith who emphasized training of women agriculture workers within their villages. Empowerment of farm women is the only way to lead their political power. These experiences has been successful in the world’s largest Islamic Country, Indonesia, where it is now a routine that women’s share in political ground higher than the developed countries. We will have to imbibe examples from Hongkong to uplift and install fish, vegetable marketing activities by women.

SAMETI so far in collaboration with NGO, KVKs conducted 113 training programmes for women during the year 2007-08 which benefited 2278 farm women.

Women hold the key which locks and unlocks men at will. Women hold the key to the world’s promiscuity and crime. Are women to blame? Or are men just weaklings?

The greatest of all competitive commodities, sex and money are controlled by women.

Women hold the purse strings and control your sex life. You say not? What do you think might happen if the men decide where and how to spend the money and where to have sex?

Don’t call for my castration please; I am merely focussing opinion at that which is generally acknowledged amongst society at large, and I dare say if it is not, let’s wake up. Having admitted my alegiance to this thought, how can I possibly love women?

Are women truly from Venus?

Here are some general facts (or opinions) about women. Many men will deny their agreement in public; but in their inner bosom there is no denial. After all the fact are there for all to see.

• Gentlemen prefer blondes

• Brunettes start blonde jokes to discredit blonds, because gentlemen prefer blondes.

• Women travel 10km to save $0.50 on a product on special, but it costs $5.00 in gasoline to get there.

• Women will buy something not because they need it, but because it is a bargain.

• Women suffragettes burnt their bra because they wanted to be like men.

• Women believe that the world would be a better place if they were the rulers of this planet. (I think they should be given the opportunity , men have cocked it up good and proper, can’t get any worse.)

• Make love not war is a better motto than kill for oil.

• Women control about 80% of the spending power of a household, if not more. Thus they control the bulk of the general publics’ spend.

• Women to a large extent wear slacks, jeans and the like. Are they aiming to proof a point? (like who wears the pants) I’m sure there will be lots of denials. Generally men prefer the minni-skirt.

• Women dress sexily to show off their bodies, when men take notice they get reported for sexual harassment.

• Woman was the original temptress of the world, (remember the apple?) Nothing has changed today. Men get tempted and condemned for it.

• Women allow their husbands to be the men of the house as long as it is with their approval, and preferably not to frequently.

• Women spend what men work for. (Ooops, that’s a little controversial)

• Women control the greatest crime causes in the world, money and sex.

If a census were to be taken at the country’s jails I have no doubt that 80% or more of the inmates’ crimes were related to one of the two. Women-sex, or money, or possibly both of the above factors.

A weapon, which is often used by women in defence of being called the weaker sex, is the observation that Our Lord first created men and than noticed some serious flaws, so to perfect his creation He made women. You know, I think some women truly believe this.

There are no doubt many more general observations about women one could make, but this suffices, I have made the point, which demonstrates the general consensus amongst men when they talk away from women ears.

Most men will quietly admit to most of the women fads as enumerated. I wonder how many men will have the guts to write and agree with me. I’ve given the address at the foot of the article. Come on, don’t leave me in this alone, all men and women have opinions on this subject.

No wonder some great author said that women are aliens from Venus.

The other side of the coin

• Women must often have double the qualification for the same job as men and then they still get paid less because they are female. Is this just? Are they short of some sort of inherent ability although they have more academic qualifications? Or are men hell bent on keeping them bare foot and pregnant in the kitchen?

• Women are more loyal employees than men.

• Women can multi task better then men.

• Women are great to hand the screaming baby to.

• Women are more loyal than men.

• Women cope better with a crisis than men.

There is an under current amongst women, complaining that nowadays men have the headaches, what happened? I’ll tell you.

Men are now 50% housewife now that women are in full time employ. Women please take note now that you are in full day employ and expect the husbands to do 50% of the motherly duties, nothing against that, but please, we must change nappies and get up at 2 am to warm the babies bottle etc., Why should we not be entitled to the occasional head ache. In fact, the whole system is upside down, look at your teenage daughter, at the age of 14 or 15 they are chasing boys. Should not the men be the hunter? I think so. Look at nature the way God created it. Males are the pursuers, but note, only successful if the women gives permission. Women are in control.

What happened to the “Barefoot and pregnant in the kitchen” type of women? What has changed? I’ll tell you what has changed, greed, we all want bigger homes, better cars etc. It’s the Keeping up with the Joneses that is the problem, so the wives have had to become more economically active. I’m not saying I liked women better when barefoot etc, no, I’m asking a question, who has the answer?

Men, your world is changing Women are taking over. In fact they will more than likely shortly rule America. Who cares? They can not do any worse than men. Or can they? Is Venus in the same state of chaos as planet earth?

Here is some tangible proof that women are widely recognised as the temptresses of the world as ever they were. If women are not, why does a manufacturer of great Italian vehicles have to have a scantily clothed, sexy women present at their exhibit at the Earls Court Motor Show, right on the beautiful rotating platform? Because women are a star attraction, it thus brings the men, and on the off chance they may even notice the car. Women, remain ever the temptress, and this fact is well exploited by the emperors of commerce. She tempts men, she draws them closer to come and look. (At what?)

I’ve said enough, or just about. Men, do you know that the greatest slice of internet money is taken home by women? (I will have to get my wife operative at this). I wonder why, if in commerce they are remunerated at a lesser level for similar professions? It appears that they are taking over; after all, the internet is the world’s largest market place. It is the only place I know where you often do not know with whom you are transacting. Does this indicate that women are discriminated against when because of the misnomer, “weaker sex?”

Internet seems the only real equitable place we do not know or determine if the GURU is a woman, if the women are, they earn the same and more than the male, could the reason be that here gender is obscured? Shoo, makes you think, doesn’t it?

The power of temptation has belonged to the women since the Garden of Eden. Today the world still upholds women as the ultimate temptress hence the nudity in advertising. It is held that a half naked feminine torso if shaped according to the fads of the male world will attract attention, and it does. Some of the most obscure products use women in their advertising to get their product noticed. You see, women are good for everything. Are men just as versatile?

For men danger of being swamped by women lurks around every corner, or is it perhaps good fortune lurking? I can name a few women who were colossus in this world during my time, like British Maggie or Jewish Golda. I am not very fond of the worlds idle parasites who ride the tjooka tjooka train of wealth like the Dutch queen and the British queen etc. Cost me taxes for no return.

Are we men about to be relieved of all the responsibilities of this planet? Women are very capable of earning big money. If women as a species suddenly realise their potential they will then rule, the purse and the bedroom. Thing are looking bleak for the strongest sex, what is left for us?

Men, I ask, do we still have a roll to play? Women no longer need us, sex is also pleasurably achievable without the male around, in fact many claims of greater erotic pleasure are contributed to mechanical bedroom equipment. Are we the stronger sex? May be physically, but mentally? We are lorded over by women in all the important facets of life, certainly the two deemed most important. Women rule supreme. I say thank heaven they do not seem to have cottoned on to this fact as yet, or is coertion already exerting women dominance to allow men favours? However, it is a fact of life; sex and money are the woman’s domain.

Now then if this be so should they not shoulder the blame for modern society’s promiscuity and money greed, for both of which society steal murder and plunder. Does it mean that men have been weaklings since Eve tempted Adam?

Are women running our lives or are women running out of control?

I’d like a few opinions, I sure as hell don’t know where I am on or off with this women issue. Do we respect the species which clearly hold the key to our survival? Do we stand by and let women rule the world? Come on, let me have some input; don’t let the world believe that only the author thinks like this.I have left a facility for sharing your view at the foot of the page

• Will this be a better world if the women rule?

• Are women who definitely rule money and sex responsible for the worlds promiscuity and crime?

• Would the jails be only quarter as full if the two most powerful urges of human kind were equally shared emotionally?

Meaning

Before thinking about the empowerment of women, one needs to understand the exact meaning of the word empowerment. According to Cambridge English Dictionary empowerment means “to authorize”. In the context of the people they have to be authorized to have control over their lives. When applied in the context of development the particular segment of population, the poor, the women, the vulnerable, the weak, the oppressed and the discriminated have to be “empowered” to have control over their lives to better their socioeconomic and political conditions,. But the questions raised are, who empowers them and how to empower them? Ideally speaking no one empowers any one, the best way us ‘self empowerment’, by the segments of population mentioned above are handicapped both structurally and culturally to empower themselves without any outside help and affirmative action by the State and others. But still as long as these segments of population does not make any effort at self employment. It would be long and arduous task and process for the outsiders to empower them.

Role of women in development process

The principal of gender equality was recognized in the United Nations Charter in 1945 and the UN Declaration of Human Rights in 1948, the majority of development planners did not fully address the role of women in development process. In 1975, the first UN Conference of Women and Development was held

at maxico city under the motto, “Equality, Development and peace”. The need to integrate women into development was internationally proclaimed in the 1995 Bejing Conference. The Economic Survey (1999-2000) used an entire section on

gender inequality. It began with a reminder of the commitment made in the ninth plan document of allocating 30 per cent of resources for women’s development schemes through “Women’s Component Plans”. According to Menon and Probhu (2001), there was a strong plea for investing in women’s equality on the ground that this made economic sense and spoke of “the social rate of return on investment in women” being greater that the corresponding rate for men. According to Paten (2002), women’s development can be attained by improving here status and bargaining power in the economy.

Sushma Sachay (1998) argues that approaches and strategic for women

empowerment could be possible by outlining the mechanisms and tools that till

influence for women empowerment. Decisions making process, multidimensional

process that are enable worn to realize their full identity and powers in all walks

of life.

Concept of Women Empowerment

Empowering may be understood as enabling people, especially women to acquire and possess power resources, in order to make decision on their own or resist decisions that are made by others that affect them. A person may said to be powerful when he/she has control over a large portion of power resources in society. The extent of possession of various resources such as personal wealth, such as land skills, education, information, knowledge, social status, position held, leadership trains, capabilities of mobilization.

The National Policy on Education (1986) suggested certain strategies to empower women. Accordingly, women become empowered through collective reflections and decision making enable them to become agency of social change.

The global conference on Women Empowerment (1988), highlighted empowerment as the best way of making own partners in development the development of women and children in Rural Areas (DWCRA) program was initiated as a sub scheme of the national wide poverty alleviation program i.e., the Integrated Rural Development Program (IRDP). It aims at imparting self reliance to rural areas through income generating skill s along with group organization skills. Keeping this in view the year 2001 was celebrated as “The Women’s Empowerment Year”. Human resource development and empowerment of women unlock the door for modernization of society,. Instated of remaining as passive beneficiaries, women must become active partner. Participation and control over resources of power are considered as the critical indicators in the process of development discharged women especially in rural areas, possess the least proportion of these resources and as a result they are powerless and dependent on the powerful and wealthy.

Role and Empowerment

We will now realize the vital importance of the terms such as role, empowerment and function for an understanding of society. These terms tell us how individual and groups organize themselves as well as relate to each other. Very simple, role tells us about what is expected from individuals in a particular situation. While empowerment deals with her or his expectation arising out of the situation. Similarly, a role deals with duties and obligations wile empowerment deals with rights. For instance, it is commonly assumed that the most is a women, a wife a cook, a teacher of her children and daughter-in-law and so on. What happens when the mother is also the principal of the local village school? Not only does she have to deal with a range of roles and empowerments, but also with he tensions that may raise out of her ole s mother and her role as an administrator.

“Woman reposes more closely on the central surface of life, while man hunts it in the boundaries of existence, always concerned to overcome, and in the last analysis, to kill. A woman has a secret alliance with eternal life and man with the principle of death. Woman wants to embrace the contradiction of life and to reconcile them in the act of degree so. Man on the other hand release the tension between opposites by annihilating one of the sides, the one he finds unpleasant. He seeks the solution not in love and reconciliation, but in over coming and annihilation. He has a militant and not an erotic manner. The male principle borne of isolation, makes solitude thermal, seeks being in itself and disturbs life as a wholes his being is battle and self service, his willto- life is concerned with ascertaining his own person or overthrowing that of the stranger until the motive of salvation kindles with in him. Woman with her sustaining constitutions is at one and is harmony with the basis of the world. But man wants to change the world to bring it forward to overcome it”.

Women’s Empowerment in Contemporary India

Contemporary Indian society has been exposed to the broad processes of social transformation, agricultural modernization and economic development, urbanization and globalization. However, these processes have generated regional imbalances, sharpened class inequalities and augmented the gender disparities. Hence, women have become critical symbols of these growing imbalances. All these have affected adversely the various aspects of women’s empowerment in the contemporary Indian society. The family and women’s work is not enough to say that any society consists of men and women. It is equally important to look at how the two groups of people interact, as well as at the role and exceptions each group has of the other. Such roles and exceptions are a product of the stereotypes of each gender. By gender stereotype we mean attributes and qualities commonly associated with a gender. Thus, the first idea on gender role differences, which a child acquires, is that of women of one’s family marrying and leaving their homes to leave with different groups of people. Secondly, men appear to exercise far greater influence in decision making and are far more visible and audible than their wives. Third most of the tasks within the home are done by the mother, grandmother, sisters and so on. At meal times they carry food to the fields for the men. All these tasks, which consume time and energy, are not counted as work and there is no payment involved. In western countries, women’s groups, politicians and other concerned individuals have been arguing for payment for house work and childcare. In India, the question of payment for household jobs has not really been an important issue or demand. As we shall see, there are many other issues, which require urgent attention. At the same time, it is important for us to remember that non-payment should not also mean non-recognition. The fact that women are expected to perform all these tasks as a part of their conventional roles and on special merit is awarded to them for these tiring and tiresome jobs.

Women’s work participation

As per to 1981 figures 19.7 per cent Indian women were recorded as paid workers. Of whom over 87 per cent were in the unrecognized or informal sector of the economy. The work participation rate woman in 1991and 2001 was 22.3 and 25.7 per cent respectively. The increase in the work participation of women during the decade 1991-2001 is mainly due to the increase in the proportion of marginal workers (6.3 per cent to 11 per cent) in total female work force. It is held

by many observation of Indian economy that without women’s paid or unpaid labour the Indian agricultural economy would not be able to function. In the informal sector, there is no legal redressal for problems; no maternity or other leave benefits and little security of service. Working long hours as domestic servants, stitching clothes for the garment export industry, working on the assembly line of small electronics manufacturing units or the beedi, tobacco, cashew nut factories. A woman lives in fear of retrenchment, exploitation and low

wages.

Women’s Self-perception

According to Maithreyi Krishna Raj that though women were concerned about continuing their jobs, they were not looking for better prospects nor have they begun with a long-range carrier strategy. Once in a job, women rarely attempted to acquire further qualifications was by no means clear-cut. T.S. Papola’s study of workingwomen, which covered a range from those in supervisory post in industrial establishments to unskilled workers, showed that women were more different than men in respect of their promotion prospects.

Employer’s Attitude

Papol’s study showed that women were discriminated against at the time of promotions tended to be crowded into lower status electrical and primary school jobs. They were rarely promoted to executive and supervisory posts. As regards employment and promotion to supervisory category, male employers defend themselves by pointing out that women did not come forth to be recruited or promoted.

Traditional Positions of Authority in Urban Areas

In the urban areas, the working class, and men in particular have a wide range of job options available to them. The study by Leela Kasturi shows that when unemployed weavers from Tamil Nadu migrant to Delhi, the women folk found jobs only as domestic servants. While men become mechanics, cooks or drivers. The shift in residence meant a severance with an established way of life and the support of the extended family.

Working Conditions

For the majority of working class women, a job is essential. In relation to the limited chances for occupational mobility, when men and women work in the same occupation, female tasks are often the more arduous and time consuming. For instance, in paddy cultivation they spend long hours in sowing, weeding transplanting. In Kerala the extraction of the cashew seed from a corrosive liquid is women’s work. Again when both sexes do identical jobs, women often get paid

less than man. Protests are rare, apart from ignorance of legal and other rights; there is a fear of exploitation and sexual harassment by the landlord or contractor.

Traditional Role Expectations

Irrespective of social class there is at the level of belief, widespread commitment to the nation that a women’s job just not interfere or compete with her primary role of wife and mother. There is also concern with her physical safety and the respectability of the occupation. Clearly, working class familiar are far less able to ensure circumstances. NGO’s SHGs have been working to promote women more viable towards social, political, economic and cultural development micro finance is a significant factor and accessible to small and micro enterprises, socio-economic progress of poor women. Education and training also plays a major role in changing the life of poor women. The several institutions have been extending all types of vocational training, income generating activities and self-employment activities for poor women.

Empowerment of women is mainly related to their participation in decision making with regard to raising and distribution of resources i.e., income, investments and expenditures at all levels. Even though the Government of Karnataka has formulated and implemented various schemes of the social economic and overall development of the rural women, when the present position

of women is taken into account these schemes do not appear effective in enhancing the confidence and capability of the women. Empowering the poor women in rural areas to sustain their surrounding ecology is a necessity not only to stoop the ecological degradation but also for the physical survival of poor people. Almost every village in India has what is called “Common Property Resources (CDPs). Common Property Resources can be defined as “those resources, which are exploited by all people in the village free of cost by expending their labour.
